A video of Justin Bieber telling a racist joke and singing about the Ku Klux Klan leaked over the weekend. According to reports Bieber's camp knew about the tape because two months ago, the video leaker tried to blackmail the star for $1 million.
TMZ were the site who posted the video on Saturday and are also the source of the latest claims that Bieber's reps were contacted by a lawyer representing the man who was in possession of a tape. The man apparently managed to get hold of the footage after he worked on a video project for the Boyfriend singer.
So Bieber actually had the tape for years according to this report, but failed to delete it.

The person allegedly saw it on Justin's personal hard drive and stole the clip. Sources close to Bieber claim lawyers contacted Justin's rep and threatened to sell the tape, unless he was paid $1 million.
When reps said no, the price was dropped to $800K. This apparently went on until only last week, when the final offer of $500k was made. The insiders claim Bieber's team didn't want to make a deal, as the tape didn't appear to pose that much harm as it was shot five years ago, when he was 15.
